GENERAL INFORMATION AND INSTRUCTIONS FOR PREPARATION OF RESEARCH AND DEVELOPMENT PROPOSALS

GENERAL

Before filling in the prescribed format for R&D project proposal, please read the "POLICY & GUIDELINES ON RESEARCH & DEVELOPMENT (R&D) PROJECTS FUNDED BY COAL INDIA LIMITED" carefully.

The proposal should be prepared and submitted strictly according to the format prescribed in this document.

Please also read the explanatory notes and detailed instructions carefully for completing each section of the prescribed format while preparing the proposal.

Initially proposal should be submitted online for scrutiny by NaCCER. If the project proposal is found suitable for further consideration, the Principal Implementing Agency(s) would be informed to submit a soft copy through email, after incorporating suggestions/additions/modifications, if any, to:

DOCUMENTS/ENCLOSURES REQUIRED WITH THE PROPOSAL

  • Detailed project proposal for R&D fund of CIL (In Form-I)
  • Endorsement from the Head of the Institution (on letterhead in Form I A)
  • In case of a multi-institutional project, the formal agreement/ consent letter in Form-I A, between the Principal Implementing Agency(s) and collaborating Sub-implementing Agency(s).
  • Details of Equipment other than Computer Hardware / Software already procured during the last seven years under the R&D fund of CIL, which are related to the R&D Project (In Form-IX)
  • Details of Computers, Software, and accessories already procured during the last three years under the R&D fund of CIL, which are related to the R&D Project (In Form-X)
  • Details of manpower cost (salary and wages) (In Form-XI)
  • Details of travel expenditure (TA/DA) (In Form-XII)
  • Supporting documents/resolution of the academic institutes, University / Board / Governing Council for the salary/wages of Senior Research Fellows / Junior Research Fellows / Research Associates.

Important Notes on Project Formulation

Principal Implementing / Sub-implementing Agency(s) shall confine their project to the specific aspects of a problem which can be studied in depth in the scheduled period and are of benefit to the Coal industry.

  • After deciding on a broad topic of research, the National and International status should be reviewed.
  • Identify the critical gap areas.
  • Identify the component of gap areas which can be studied in depth within the project scope & time frame and applied/used for the benefit of the industry.
  • Identify the institutions/experts who can contribute effectively to the project.
  • The proposal need not be limited to one agency; rather, an attempt should be made to pool the expertise available with various agencies.
  • Mission-oriented multi-agency, time-targeted projects are preferred to projects limited to laboratory investigations or findings that cannot find ready application for the benefit of the industry.

INSTRUCTIONS FOR FILLING UP THE PROFORMA (FORM - I)

Please read the additional instructions given in the following pages before filling in the corresponding section of the format (Form –I).

Definition of Problem

Please give the precise technical statement of only those issues that the project is expected to cover within the scheduled duration.

Objectives

Instead of an essay, it is suggested that objectives should be spelt out in a pointed language, keeping in view the subject area to be addressed.

Justification

The importance of the project should be brought out in this section in the light of international and national state of knowledge on the subject and the benefits to the industry.

Methodology

Description should indicate precisely how the stated objectives will be achieved. Experts in the subject area should get a clear understanding of the research technique to be adopted.

Work Elements

Entire project activities are to be broken down into specific work elements in consonance with the objectives and methodology defined in the earlier sections.

Technology Readiness (TRL)

The TRL (1–9 scale) assess technology maturity. Proposals targeting TRL-4 and above are encouraged. Both current and proposed TRL should be clearly mentioned.

Time Schedule

A realistic time schedule drawn on the basis of work elements. Specific milestones must be identified for periodic evaluation and fund disbursement.

Financial Outlay

All costs in Rupees (INR). Foreign exchange requirements must be separately mentioned with specified exchange rates. Include customs duty if applicable.

Land and Building

Permanent assets like land/buildings are normally not funded. Special circumstances may permit these if item-wise details and justification are provided.

Outlay – Equipment

List of equipment with broad specifications and quantity. Installation charges, transport, and insurance should be separately mentioned.

Equipment Justification

Justification for each item in relation to specific tests. A non-availability certificate from the Head of Institute is mandatory (Form 1A).

Outlay - Manpower

Salary of permanent employees is not admissible. Scientific personnel (JRFs/SRFs/RAs) may be engaged as per relevant Guidelines.

Manpower Justification

Justification for the number and level of staff to be engaged, including the institutional resolution regarding wages.

Outlay - Travel

Travel expenses capped at Rs. 5.0 lakh per institute. Higher amounts require detailed justification to facilitate committee deliberation.

Outlay - Other

Any other revenue budget costs should be included under the 'Other' head with clear details and justification.

Outlay - Contingency

Covers incidental expenses like inflation or porter charges. Limited to 5% of the total revenue cost of the project.

Institute Overhead Cost

Institutional Overhead Cost for academic/research institutes shall be within these provisions:

  • Up to 50 Lakhs: 10% of Revenue Cost
  • 50 Lakhs to 1 Crore: Rs 5.0 Lakhs + 8% of amount > 50 Lakhs
  • Above 1 Crore: Rs 9.0 Lakhs + 5% of amount > 1 Crore (Max 15L)

Time Schedule - Bar /Pert Chart

The proposal shall be supported by a BAR chart / PERT network showing the duration of various work elements. In case of multi-institutional projects, the role and responsibilities of all agencies should be clearly mentioned against each activity.
